In december 2007 the Township of Cavan Monaghan issued a news release from the Otonabee Conservation asking the public to keep up efforts to reduce water useage by 10% due to the lower precipitation and higher degree days during the warm weather months (May -October). In 2009 the Township arranged the hydrological study of the Millbrook water supply. This study was done in August after a season of cooler temperatures and record rainfall causing the Otonabee Conervation to issue a high water warning.The study was done to determine if there was ample water to divert to the new proposed Fraserville Development.
In the 1987 Village of Millbrook Offical Plan ( Millbrook Master Plan) it stated "the capacities of the village water and sewage facilities are LIMITED. "Presumably a hydrology report led to that conclusion. Now we are being told there is enough water in Millbrook to supply the new proposed 684 residential units in Fraserville as well as a golf course with 100 estate lots, and expanded OLG slots, a possible hotel, recreation facility and other as yet unnamed commercial development. This water will also service the future porposed 350 residential units to be built north of the village. I certainly understand the concept of limitless water becoming limited due to environmental happenings and excess use, but can someone please explain to me the concept of limited water becoming limitless. There is definitely something wrong with this picture.
